The Hillview Terrace Pump Zone Project for Town of Friday Harbor, WA: 2009 - The Town is currently serving the outlying neighborhood of Hillview Terrace and is committed to serve the new outlying projects of Friday Cove and Finnegan Ridge in unincorporated San Juan County. To make sure that the water system is configured to meet Washington State DOH requirements for domestic water service and fire protection without compromising the rest of the existing system, an update to the Town.s water system network model was done. The resulting study, dated January 1, 2007 concluded that DOH requirements could be met and recommended improvements to upgrade the storage and transmission capacity within the Town's 460 pressure zone.
The project consists of a new 60,000 gallon water tank and two new transmission pipelines. The new water tank will be co-located with an existing tank in the Hillview Terrace neighborhood in unincorporated San Juan County north of Friday Harbor currently served by the Town. The objective for the new tank is the purchase of a pre-engineered concrete tank to match the existing tank. The work at the site includes identifying the design criteria and procurement standards for the tank to be included in the bid documents, site and yard piping design and design of a chlorine booster system.
The Roche Harbor Road Transmission pipeline will be 4600 LF of 8" HDPE pipeline providing fire flow to Finnegan Ridge and Friday Cove subdivisions. It connects to the Hillview Terrace water system at the intersection of Terrace Drive and Tuesday Way with an appurtenant pressure reduction vault to be located at the Southeast corner of the intersection.
The Hillview Terrace Pump Supply Pipeline is a 2490 LF 8" HDPE pipeline which supplies the existing 460 zone pump station. It connects to the Town distribution system on the North side of Roche Harbor Road opposite Harbor Ridge Mobile Home Park and runs in the trench with the transmission pipeline along Roche Harbor Road and Terrace Drive, where it proceeds along the South side of Tuesday Way and the West side of Little Creek Road to the pump station.
Wayne Haefele & Associates, Inc. (WHA) was the prime consultant to design the improvements and provide PS&E for the project. The design team consisted of MNS Engineers (MNS) of Santa Barbara, CA (pipelines), Iverson Surveying of Friday Harbor (surveying and mapping) and HWA Geosciences, Inc. (geotechnical report) as subconsultants.
WHA produced the tank site design and designed the chlorine booster system, internal tank piping, additions to the yard piping and a gabion retaining wall associated with the pipelines. MNS Engineers designed the pipelines.
The preliminary work of survey and geotechnical investigations was performed by our subconsultants. Other work preparatory to design included locating and mapping existing underground utilities, identifying land use and stormwater permitting requirements, providing land use plan and elevation drawings and assisting the town with the environmental checklist for the project, and was done in-house by WHA.
The tank project was presented as a lump sum contract with specifications done in CSI format. The pipelines were produced in a separate bid package presented as a unit price contract in WSDOT format and invoking the DOH approved Town water main standards for construction. Building the pipelines to approved Town standards avoided the need to submit the design package to DOH for explicit permission to construct. Design is complete, but construction is on hold pending procurement of funding. The estimated value of the project is $918,000.
