After residents in Friday Harbor, WA complained of odors from the wastewater treatment plant, the Town initiated a project to address the issue. Initially expected to be simple, the project expanded after research revealed the need for a comprehensive foul air collection and treatment system. Wayne Haefele & Associates, Inc., provided design solutions that included additions to two existing buildings, installation of foul air collection systems, and modifications to the headwork's foul air biofilter.
The project also included a new compost biofilter and structural design for sealing process area enclosures with a fusion-welded PVC membrane to prevent odors from escaping. It also involved electrical work, construction management, and inspection and was completed at a total cost of $626,733

The Town of Friday Harbor undertook the Waterfront Sewer Replacement Project to replace a failing cast iron submarine gravity sewer with a new central pump station and 2,053 feet of ductile iron force main. The original line had been prone to failures due to corrosion and exposure, contributing to environmental concerns. The new system included a 22-foot deep precast concrete duplex pump station, 2,053 feet of 10” ductile iron force main, and 1,250 feet of upland gravity sewer. Additionally, 1,680 LF of deteriorated ductile iron submarine sewer was replaced with fusion welded HDPE piping.
Wayne Haefele & Associates, Inc. managed construction inspection, ensuring compliance with plans and designs, especially during the challenging underwater pipeline installation.
Wayne Haefele & Associates, Inc.
also addressed subsurface issues like rock, oil contamination, and tidal groundwater influence. After the project startup, odor complaints led to identifying issues in the gravity lines, which were resolved by constructing a new dedicated gravity pipeline.
Wayne Haefele & Associates, Inc., provided daily inspections, managed contract administration, coordinated changes, and ensured permit compliance with environmental protections.

The Stevens Pass Wastewater Treatment Facility Upgrades, involved improvements to the Stevens Pass Sewer District’s facilities, primarily serving the Stevens Pass Ski Area. Initially, the District sought upgrades to the pretreatment/flow equalization (P/FE) facility, including replacing aluminum gratings with FRP gratings, installing vents and improvements to a gravity trunk sewer, and constructing a new metering manhole. Wayne Haefele & Associates, Inc. prepared a complete bid package in five weeks, and the project was completed with a bid of $42,300.
The following year, the District undertook a major renovation of its treatment facility, replacing the extended aeration process with a Membrane Bio-Reactor (MBR) process.
Wayne Haefele & Associates, Inc. led the civil, structural, architectural, mechanical, and HVAC design for the P/FE facility, including structural modifications, conversion of the wet well to a dry pit, installation of new pumps and aeration systems, and the construction of a new CMU building to house the MCC room and emergency generator. The project, was completed at a total cost of $3.2 million.
