Front Street Water Main Replacement for Town of Friday Harbor, WA: 2008 - In preparation for construction of the Port of Friday Harbor's proposed new Customs house at the west end of Front Street, the Town of Friday Harbor agreed to replace its aging 6" asbestos-concrete water main then serving the Port and Yacht club.

The project consisted of 783 LF of new 8" PVC pipeline hot tapped into the existing 12" ductile iron water main on the east side of Spring Street. The work involved changing over (13) existing water services of sizes varying from 5/8" through 4", (2) existing fire services, (2) fire hydrants and installing a new air/vacuum valve.

Wayne Haefele & Associates, Inc. (WHA) produced plan and profile drawings for the project, a unit price bid package and contract documents based on WSDOT standards.

The project was bid and constructed in the fall of 2010 at a base bid of $92,777.93. Soon after the Notice to Proceed was issued, the Port and Opalco (the local electrical utility) notified the Town that the Port marina would be embarking on a major overhaul of the marina electrical service and requested that new 6" and 4" electrical conduits be allowed to occupy the waterline trench. This required considerable coordination during construction and quantities had to be carefully tracked to assure equitable allocation of the costs.

Other challenges encountered during construction were coordination with the ferry schedules (the first 40 Ft of the alignment lay directly across the path of traffic unloading from the ferries), contaminated soils and areas of hard rock. Cooperation with businesses along the alignment was particularly important due to the number of times the street had been dug up in recent years. These problems were dealt with and the end result was a successful project that met the Town's and the Port's goals.

Wayne Haefele & Associates scope of work included PS&E, bidding assistance, construction design support, inspection, construction contract administration, bacteriological testing and construction certification for the project. The project was completed November 30, 2010 at a total cost of $117,016.61.
